Floating in the confusion about the Lokpal Bill in the Rajya Sabha, the upper House has been adjourned till Thursday, after the Government on Wednesday afternoon said the legislation will be debated on Thursday. The Lokpal Bill has been introduced in the Rajya Sabha on Wednesday but the discussion and voting was deferred...

After having a bad time in Lok Sabha, Government will now move to Rajya sabha on Thursday for Lokpal Bill.

12:10 am: The Lokpal Bill has not been passed in the winter session of Parliament.
 
12:03 am: Chairman Hamid Ansari said, "An unprecedented situation has arisen. There appears to be a desire to out-shout each other. There is a total impasse. The House cannot be conducted in this noise ... I am afraid with such noise, we all better go home"

11:49 pm: The Rajya Sabha has reconvened and Parliamentary Affairs Minister Pawan Kumar Bansal is making a statement on further proceedings.

11:42 pm: The House was adjourned as SP and RJD created chaos.

The BJP alleged that the chaos is a Congress conspiracy to avoid vote. Trinamool Congress said it wanted a discussion and vote on the amendments it has sought. 

11:02 pm: Will there be a vote in the Rajya Sabha tonight? Exactly 12 hours ago, Mr Narayanasamy was standing in House tabling the Lokpal Bill. He is now standing in House replying to the debate. It is still not clear what will happen next.

7:40 pm: Pranab Mukherjee held a series of meetings with different regional parties like the BSP and the RJD.

Mr Mukherjee offered at these meetings that the word Lokayukta would be removed from the name of the Bill and the Lokayukta clauses would be deleted to seek support of parties like BSP, RJD and TMC.

7:05 pm: Ram Jethmalani of the BJP challenged the government on black money issue.

6:32 pm: The government is likely to accept two amendments proposed by Trinamool Congress.

The government is discussing with other political parties to drop the Lokayukta clauses. If there is consensus, an amended Bill will be moved without those clauses. This means that the Rajya Sabha will be passing a different Bill and the change will need the Lok Sabha's endorsement.

05:47 pm: Rumour coming out - After a long discussion with Pranab Mukherjee and TMC, it is agreed to get the bill passed with their condition of NO Lokayuktas. On the other Place, Satish Chandra Mishra of Bahujan Samaj Party has met Mr Mukherjee and Parliamentray Affairs Minister Pawan Kumar Bansal. It is said for now that they will not walk out before a vote in the Rajya Sabha as it did in the Lok Sabha.

05:01 pm: Spokesperson Manish Tiwari of Congress  targetting opposition intention for the bill and asking them to "show off some concern for the bill and whose shortcomes can be dealt later on."

04:31 pm: Mamta has met all her 6 MP's seperately to discuss the proceedings from their end for the voting in Rajya Sabha, mentioning everyone about the changes to be made and eradication of Clauses 63 to 97 deal with Lokayuktas.

04:23 pm: Reports coming from the house, that we have 173 amendments to be discussed before passing the bill in Rajya Sabha. Should we expect outcome today or it will go on with day extension to the extended session.

03:34 pm: ICE Breaker "The Trinamool Congress has decided that it will push for division or vote on two amendments on the Lokpal Bill today. The TMC wants the name of the Bill changed to remove the mention of Lokayuktas and wants the deletion of 14 pages that deal with Lokayuktas."

03:28 pm: Sitaram Yechury of the CPM, who is speaking in the Rajya Sabha right now, has just suggested the insertion of another clause in the Lokpal Bill that will make clear that the Lokayukta clauses are only guidelines for states to follow - that there is no imposition on states when they draft anti-corruption laws.

02:47 pm: The Congress meeting at 5 pm will take a final call on whether the government will push for a vote at all in the Rajya Sabha today. After this morning's meeting sources had said the government would try and pass the Bill only after assessing its numbers by evening. As of now, sources say, the government is keeping all options open, including that of referring the Bill to a select committee of parliament.

12:01 pm:  Beginning the debate, Leader of Opposition Arun Jaitley said that the Elders must ensure that a strong Lokpal Bill, with amendments, was passed today. It was important he said "a weak, half-hearted legislation" be rejected and that it all happen today.

What TMC wants to change in the Lokpal Bill :

 1) that the name be changed - it is called the Lokpal and Lokayukta Bill 2011 - to drop the word Lokayukta.

 2) that 14 pages that have any mention of Lokayuktas in states be deleted.
