In a latest development in the IPL controversy, NewsX has documentary proof that numbers of other people were also involved in the decision making process along with suspended IPL Commissioner Lalit Modi.
If fresh documents accessed by NewsX are anything to go by, Lalit Modi may well be guilty. But he is clearly not the only guilty party.
Exclusive documents with NewsX prove that almost every single decision taken on behalf of the IPL was ratified by the IPL Governing Council. And that the decisions were taken in the presence of a majority of Governing Council members.
Here are the minutes of the IPL Governing Council meeting on 5th February 2009 at Taj Village, Goa.
Everyone present.
Details of the IMG contract discussed in the meeting under the category of Ratification and Approvals.
Purchase procedures discussed too.
The most important bit was about the IPL tie-up with MSM, where the members authorised Modi to take the necessary action against MSM.
In the same meeting, the strategic breaks in IPL 3 were also discussed.
In the next meeting.
Again, everyone present.
All minutes from the previous meeting unanimously approved.
A unanimous approval of the budget and final expenditure for the next IPL season.
As was the issue of player transfer and player retention - two of the most contentious clauses.
And an approval of the strategic break process.
Then in March 2009 everyone present.
And the decision to shift the IPL out of India to either South Africa or England discussed, debated and decided by everyone.
In the same meeting Sharad Pawar threw his weight in confirming the stance of the government and giving his opinion on how to salvage the IPL.
Similarly, BCCI Secretary N Srinivasan authorised the President Shashank Manohar to take a final decision on the second edition of the IPL.
Then a meeting almost a year later in March, 2010.
Theatrical tenders.
Partnership MoUs.
New sponsorship deals.
Accounting policies.
Members also approved the plan for accounting procedure to be taken care of in the next financial year.
BCCI President Shashank Manohar was part of the decision-making process in the hugely controversial issue of the new teams.
And in this annexure, all the deliberations on the MSM and WSG deals.
We go through more documents and find that almost everything is ratified by the council.
Or noted for later action.
Or for the BCCI to check.
And confirm.
On to 21st March 2010 - and in everyone's presence, everything approved.
Details of bidders for the fourth season of the IPL discussed, ratified, and confirmed.
However, documentary proof has revealed that the Enforcement Directorate was satisfied enough not to issue any further notices to the IPL.
