For years now, the Congress party has blamed political pressure from Narendra Modi for the large number of police officers choosing low profile positions rather than serve in Gujarat.

Joydeep Ray, in an exclusive report, finds that numbers seem to back the Congress's claims.

Some of the most honest and upright police officers of Gujarat can't be seen at the Police Bhavan in Gandhinagar. They include:
* A K Surolia (Now with the BSF)
* V K Gupta (Now with the Central Vigilance Commission)
* A K Patnaik (Security Advisor to the Prime Minister)
* Vipul Vijoy  (Jt Secy for Cabinet Security)
* Keshav Kumar (Serving the CBI in Delhi)
* E Radhakrishnan (Now with the CRPF)
* Vivek Agrawal (With the Intelligence Bureau)
* M J Antani (With the MEA)
* Samser Singh (Security Director for the Commonwealth Games 2010)
* Narsimha Tomar (With the CBI in Delhi)

All these men themselves opted for their present postings. People say they want to be away from Gujarat so that they didn't have to compromise on principles by doing the chief minister's bidding.

"It is unfortunate that Modi is heading the Home Department as well as the general administration department, to which all the IPS officers report. Look at the situation in Gujarat and the number of officers in jail. The rest have left the state for good putting law and order situation unmanageable," Congress leader Nalin Bhatt.

The Opposition claims it is a commentary on the way Narendra Modi is running his police force. Either targeting them with personal vendetta or leading the officers astray.

ADGP Kuldeep Narayan Sharma got booked in a 26-year-old murder case. That's after he was kept in innocuous postings, not fit for an officer of his caliber. Others like DG vanzara are on the wrong side of the law for allegedly carrying out the instructions of the administrators.

"These all are happening during the regime of Modi and this is so unfortunate and he is most aware of it...look the way he had promoted these top IPS officers who are now in jail...look at the law and order situation in Gujarat, it has gone haywire," said Narendra Tiwari, President, Vadodara Bar Council

Some officers like Rajnish Rai have gone back to their roots, proceeding on study leave.

Officials of the state General Administration Department denied to comment on camera on this issue. But off-record they said handling law and order situation in Gujarat now has become too tough a task with many IPS officers disappearing fast.

This, in addition to state Home Minister Amit Shah landing up in jail, leading to a completely demotivated police force.
